i recently signed up and did not get back within (12hr) time allowed after receiving e-mail. now i try to reuse that nic (screen name) and e-mail address and it want accept it says already been used. is there any way that this nic and e-mail addy can be reset so that i may have another nic to play on?

the nickname is  deleted after 12 hours, so you can just try to create it again, with same nickname, and same or different email address. If you have a different email address then you should try it
