1. can commanders be killed on the first move? they couldnt on GD
2. can disrupter/disintegrate kill commanders?
3. does damage accumulate i.e will a commander/creature be weakened with every hit it takes, or does it just start fresh with every new turn so to speak?
4. can things be hypnotized twice? i assume its possible

1. commander cannot be killed by hand2hand nor ranged attack on the first turn. He can be killed by goo or fire though
2. yes. However the chance is quite low. If the commander has some armour it is VERY low chance.
3. It doesn't not accumulate. Each attack have some percentage to succeed (kill) or fail. This percentage depends only on strength and defence of monsters involved in combat. There is a thread somewhere explaing in details how it works
